Toray expansion to add 30 jobs

FRONT ROYAL — Toray Plastics (America) Inc. is investing $45 million to expand its Winchester Road plant and create 30 jobs, according to Gov. Terry McAuliffe.

The facility just north of the Inland Port in Warren County, makes high-performance films, synthetic fibers, textiles, carbon fibers, plastics, chemicals and pharmaceuticals.

A subsidiary of Tokyo-based Toray Industries Inc., Toray Plastics makes 188 million pounds of film for packaging, lidding, graphic, industrial and other applications every year, according to its website.

Toray Industries has more than 45,000 employees in 26 countries and has annual sales of about $19 billion, according to the website.

"I actually came to work for Warren County in '94, and one of the first big projects I worked on was the Toray project when they initially came here," Warren County Administrator Doug Stanley said Thursday. Even then, the company talked about eventually expanding the Warren County plant, he said.

"They've been a great corporate neighbor for the county," Stanley said. "We look forward to continuing our relationship with them."

In 2015, the company paid around $350,000 in real estate, machinery and tools, and personal property taxes to Warren County, Deputy Treasurer Jamie Spiker said.

Hiring for the expansion started last September and will continue through 2018, according to Lisa Ahart, Torayís vice president for U.S. corporate human resources.

In an email, she said there are about 120 employees in Front Royal.

According to Ahart, the expansionís first phase started last year, and ì additional significant expansionî will occur over the next two years.

The company is entitled to reimbursement from the state for employee training as part of the Virginia Economic Development Partnershipís Virginia Jobs Investment Program, said Vince Barnett, the partnership's vice president for communications and promotions.

"Obviously, they're a long-standing employer here in Virginia, so we certainly have a good relationship with Toray," he said Thursday.

Barnett didnít have the total for the reimbursement.
